Interview with DG(PR)- Ministry of Railway on Jobless Apprentices

एप्रेंटिस एक्ट में एप्रेंटिसों को नौकरी के वादे का कहीं ज़िक्र नहीं है.

एप्रेंटिसशिप के दौरान उन्हे कई क्षेत्रों में कौशल दिया जाता था. जिसके साथ-साथ हर महीने स्टाइपेंड भी मिलता था, तो उन्हे इस बात पर गौर करना चाहिए कि रेलवे ने उन्हे सिखाया, अब वो इस कौशल का इस्तेमाल बाकी क्षेत्रों में भी कर सकते हैं.

जहां तक परीक्षा का सवाल है, तो उन्हे 20% की प्राथमिकता भी दी जाती है. साथ ही केवल आई.टी.आई और एन.सी.वी.टी सर्टिफिकेट वाले ही ये परीक्षा दे सकेंगे, यहां भी उन्ही के सेलेक्शन के ज़्यादा मौके हैं.

वह लोग परीक्षा की तैयारी करें, और इमानदारी से जॉब पाएं.

 

The rail apprentices are firm on continuing their protests and want the government to listen to them and fulfill their demands. To make the issue objective, Jan Ki Baat founder, and CEO, Pradip Bhandari held an exclusive interview with the DG (PR), Indian Railways, Anil Kumar Saxena.

Q1. With more than 1500 apprentices protesting on Jantar Mantar with a point that they are doubly skilled and not offered jobs in the railways. They are ready to give away their lives on this. How are you going to tackle the issue?

  1. We give 2 types of apprenticeship i.e. 10th pass and ITI holders.

During this time they are given skills and also served stipend.

Even after completing the apprenticeship, if they are not ITI, they can go for NCVT certificate which is equivalent to ITI.

The act doesn’t guarantee jobs to these apprentices.

Opportunities in public employment must be open so we have made the exams open for group ‘D’.

But we have kept a 20% preference for the apprentices.

In the major 4 exams i.e. civil, mechanical, electrical and telecom & signal, the qualification for the exam is ITI and NCVT certificate, so again the situation is in their favor.

Q2. If you say that the opportunities be made open for all. Then where do you think the situation is going for these 1500-2000 apprentices?

  1. They are unaware of the new amendment that they are in the profitable situation.

So, they give open exams and get selected and get jobs in railways.

Q3. Sir, you are talking of open transparent system. Then why are there more than 2.5 lakh vacancies (as per the 7th pay commission) in railways? How are you planning to fill them up?

  1. To cater the problem, we have made the whole system online.

The railway recruitment board has recruited about 55,000 people in group ‘B’ & ‘C’ categories in the last 3 years.

Also, the process of recruiting 86,000 people in group ‘D’ has been initiated.

Q4. As per a DoPT notification, 3% people retire every year from railways but only 1% of the total work force can be recruited. So, is that discontinued because it has created many deficiencies?

  1. Whatever is the law of the land we go by it.

There is some cushion in safety categories like training reserve, leave reserve etc.

But the top priority posts are filled first.

Q5. What is your message to the apprentices?

  1. Railways have given them a quota and many benefits so they have many chances of selection.

So, give transparent exams, get selected and get the jobs.

So, work hard for it.
